Power always leaves people wanting. They can never be satisfied. Seeking greater power does not allow any rest. Consequently, people who look for power are always looking.
In this world, there has to be good and evil in order to utilize the learning effort. Evil is not some imaginary being out there. People create evil by yearning for power.
When a person wants something he knows is not his and decides to take it by any means necessary, then he has broken the law. That is depravity in its fullest and is the birth of evil. There is no man with horns and a tail out there that is creating this, but it is one who is fully physical.
This comes back to responsibility. None of us wants to believe that we are responsible for the evil committed on Earth, but we all contribute in one manner or another, although there are degrees.
Stealing is stealing whether it is a piece of penny candy or one million dollars. It took the same mentality to decide to commit the act even though, on Earth, we punish the crime in different manners.
If you're not sure whether something is right or wrong, you might be best leaving it alone in order to further your spiritual growth. Either way you proceed will cause different conditions in which you will learn, but some are easier than others.
We on Earth have a perfect right to feel threatened by powerful offenders. On Earth, we are here to learn. Humans sometimes feel powerless, and that is part of the spiritual process, too.
